With a vote of 79–14 in the Senate, what triggered this abnormal, overwhelming display of bipartisan unity? Pork, of course! The Water Resources Development Act of 2007 spends $23 billion on 751 projects around the country–all necessary, say the bill’s supporters. But as Ronald D.
