Arkansas allows school districts substituting the United Nations International Baccalaureate Organization courses (called IB or IBO), for Advanced Placement Classes. The IBO program was previously implemented district wide in Hot Springs, Arkansas (one of three IBO Programs in Arkansas). After having the IBO program in high school for four years and in the elementary schools for six years, Hot Springs had their first IB Diploma graduates in 2005. The 2005 ADE Performance Record for Hot Springs record the negative consequences of this IBO program on achievement even though Hot Springs spends $8,688 per pupil - the state spends an average of $7,348 per pupil:
