Update 7/17/08 - Gov. Rick Perry said that Texas will proceed with the scheduled Aug. 5 execution of Houston rapist-killer Jose Medellin despite Wednesday's United Nations world court order for a stay. "The world court has no standing in Texas and Texas is not bound by a ruling or edict from a foreign court," Perry spokesman Robert Black said. "It is easy to get caught up in discussions of international law and justice and treaties. It's very important to remember that these individuals are on death row for killing our citizens." 7/16/08]: The U.N.'s highest court today ordered the United States to stay the executions of five Mexicans on Texas death row pending review of their cases. Mexico had appealed to the World Court to block the executions. At hastily convened hearings last month, Mexico argued that the United States is defying a 2004 International Court of Justice order to review the cases of 51 Mexicans sentenced to death by state courts. The World Court, the tribunal is the U.N.'s judicial arm for resolving disputes among nations. Its decisions are binding and final, but it has no enforcement powers. Will the U.S. Supreme Court or President Bush interfere with Texas' sovereignty. What will the reaction of Texas' Governor Rick Perry be in regard to this order? . . . .
