ARRA Editor Note: Poll designers seem to forget (or do they?) that congressional districts are established to allow for an approximate equal number of voters in each district in a State. Arkansas has four congressional districts not two. Little Rock is not a district unto itself although the Clinton Trailer (oops - tacky - Library) attracts a lot of people, and the business of State Government swells for short periods the number of Little Rock inhabitants (elected officials, lobbyists & administrators with "hands out") until sanity reigns and they all go home.
