by Bill Smith: Newport, AR -- On Saturday, Feb, 17, 2006, the First Congressional District of the Arkansas Republican Party met at ASU Newport campus in Newport, Arkansas for their biennial convention. Chairman John Casteel of Jackson County opened the convention and welcomed 140 delegates, visitors and guests. The First District covers the north eastern district of Arkansas with 26 counties and is the second largest physical congressional district in Arkansas (see map insert).

Clint Reed, former Executive Director of the Republican Party of Arkansas and now the Republican National Committee Regional Political Director for the Southern Region, spoke to the convention. After receiving various committee and area reports, elections were held for new officers for the next two years.

Elected by the Convention Delegates were:
Chairman: Benny Speaks from Baxter County
1st Vice Chair: Ann Moore from Independence County
2nd Vice Chair: Rick Candler from Independence County
Secretary: Patti Emmoms from Randolph County
Treasurer: Vince Guest from Cross County
Patronage Coordinator: John Casteel from Jackson County
District Rep to State Committee: Larry Corbitt from Lawrence County

The minority caucus met in special session and elected Valmar Bailey from Crittenden County and the new minority representative to the 1st District.

Delegates from two of the four regions of the 1st District held caucuses and elected new Chairs for their regions. Elected were:
White River Region Chair: Joe LeBlanc from Baxter County
Northeast Region Chair: Rodney Harris from Randolph County
