Today, Sept. 17th, 2006, is Constitution Day. Federal law requires that all high schools, colleges and universities that receive federal funds hold an educational event about the Constitution on September 17. However, Congress didn't attach a penalty to the 2004 law requiring that schools observe Constitution Day. Unfortunately, many schools failed to do anything or carried out activities that in reality did not promote Constitution Day.
